MacArthur Transit Center

Project Background

  • The MacArthur BART Station is located in the geographic center of the Bay Area and serves as a major transportation hub within Alameda County.
  • The station is served by three out of the five BART system lines, eight AC Transit bus routes, and several shuttle services including Emeryville’s Emery-Go-Round service and hospital shuttles operated by Kaiser Hospital and Summit Hospital.
  • The City of Oakland and BART have been working with the community surrounding the MacArthur BART Station in a planning process for station improvements and transit oriented development since 1993.
  • In April 2004, the City of Oakland Redevelopment Agency and BART selected a new development team for the MacArthur Transit Village, MacArthur Transit Community Partners, LLC. a partnership made up of: BUILD/Bridge Housing and McGrath Properties (formerly known as Aegis Equity Partners).

Project Description

MacArthur Transit Community Partners’ proposal for the MacArthur Transit Village project includes:

  • 540-675 units of high-density multi-family housing, of which approximately 20% of the market rate units will be below market rate rental and the remaining units will be condominiums and apartments. 
  • Approximately 30,000 to 34,000 square feet of ground-floor neighborhood serving retail and 5,000 square feet of community space. The exact use of the community space is still under consideration and may include childcare.
  • BART Parking: replacement of 300 of the 600 existing BART spaces in a parking structure.
  • Public infrastructure upgrades, including a new public street through the site, the renovation of the existing BART entry plaza, intermodal facilities for buses and shuttles, and streetscape improvements on 40th Street adjacent to the station.

Project Schedule

  • CEQA/NEPA environmental review on the project is underway and will be completed by March 2008.
  • Engineering and construction documents for the BART Plaza renovation will be completed in FY 2007-08.
  • Construction of the BART Plaza Renovation will begin in FY 2008-09.
  • Engineering and construction documents for the remainder of the project will be completed in FY 2008-09.
  • Construction of the Transit Village is schedule to begin in FY 2009-10.

Project Financing

  • Total development cost for the project is estimated to be $240 million. The public infrastructure component is estimated to be $40 million.
  • Of the public infrastructure costs, approximately $12 million will be covered by the Oakland Redevelopment Agency, $12 million will be covered by the development team, and $4 million has already been committed from State and Federal grant sources.
  • Additional State and/or federal transportation funds are needed to bridge the $12 million gap for the public infrastructure component of the project
